Europe's digital landscape is undergoing a critical transition. Between global geopolitical tensions and the acceleration of artificial intelligence, the question of how to control our IT infrastructures has become a central issue of public policy and economic resilience.

It is against this backdrop that The Greens/EFA Parliamentary Group in the European Parliament has initiated the European declaration on technological sovereignty for an open, competitive and resilient digital infrastructure in Europe. As a committed player in the field of digital sovereignty, Cloud Temple is one of the first industrial signatories to this declaration, represented by Julie Latawiec, Director of Public Affairs.

Why is this declaration a major milestone for the European Union's strategic autonomy? What are its main pillars? We take a closer look at an initiative that is vital for the future of the digital single market.

What is European technological sovereignty?

Technological sovereignty should not be confused with protectionism. As the text of the declaration reminds us, it is defined by Europe's ability to design, understand, choose, build, operate and regulate the digital systems essential to its society and economy.

Although the European Union has deployed a historic regulatory arsenal in recent years (on digital markets, data governance, cybersecurity or AI), the tribune's observation remains lucid: the framework remains incomplete and major structural dependencies persist on non-European suppliers. These dependencies not only limit Europe's political autonomy; they also expose our public and private organisations to major strategic risks in terms of data control.

The 6 key pillars of the Declaration for a Resilient Digital Infrastructure

To turn ambition into reality, the declaration calls on the European Commission and the Member States to focus on 6 major guiding principles:

1. Strategic technological sovereignty

Europe must develop and maintain the capacity to operate its critical infrastructures independently. This applies first and foremost to cloud services, computing infrastructure - particularly quantum computing - connectivity networks, artificial intelligence, office productivity tools and operating systems.

2. Pluralism and competition in digital markets

The excessive concentration of the global tech market - whether at infrastructure, platform or application level - is creating systemic fragility. The forum calls for vigorous application of the catalogue of European rules to enable local companies and SMEs to compete on an equal footing.

3. Distributed and interconnected infrastructures

Resilience in the face of cyber threats and geopolitical crises requires geographically distributed cloud and edge infrastructures. The text also supports the creation of a sovereign European web index to guarantee open and impartial access to web data.

4. A strategic lever for public procurement

For a long time, public procurement has favoured non-European technology giants through its selection mechanisms. It's time to reverse this trend. Public infrastructure choices must actively support the development of European solutions that are eco-responsible, respect privacy and are based on openness.

5. Interoperability and open standards

To avoid technological lock-in (vendor lock-in), open standards and the open source are seen as indispensable pillars. They guarantee users - both individuals and organisations - the freedom to migrate or substitute one IT component for another.

6. Transparency and integrity: countering «pretend sovereignism»

This is a fundamental point of the forum: to avoid any risk of sovereignty washing, Assertions of technological sovereignty must be based on strict and verifiable criteria. Effective operational control, real legal independence from non-democratic extraterritorial jurisdictions and respect for confidentiality must be demonstrated, particularly for the management of government data and vitally important national infrastructures.

An unprecedented alliance between political decision-makers, industry and civil society

The strength of this declaration lies in the diversity and complementarity of its signatories. It brings together :

  • European tech industry leaders (EU Tech Stars): Alongside Cloud Temple are pioneers and major players in the cloud, open source and quantum ecosystems.
  • Representatives of civil society: NGOs and institutes committed to protecting democracy and digital innovation.
  • Members of the European Parliament : Influential members of the European Parliament are bringing these issues to the heart of the Union's legislative debates.
