The programme covers the entire industrial value chain: cyber security, AI infrastructure, research and open source
Paris, 9 October 2026 — Cloud Temple, alongside Thales, Bull, Vates and the CEA, announces that it has been shortlisted in the call for proposals entitled «Strengthening the cloud services offering», organised by Bpifrance on behalf of the State.
The programme will mobilise €47 million by the end of 2028, of which €20 million will come from public funding under the France 2030 initiative, with the remainder provided by industrial partners. The aim is to scale up existing capabilities, designated ‘SecNumCloud’ by ANSSI, certified by HDS and compliant with the German C5 standard.
A consortium for the future AI market dealing with sensitive data
The aim of the programme is to develop a range of IaaS, PaaS and artificial intelligence services that meet the most stringent standards of security and legal sovereignty. In light of the challenges posed by the extraterritorial application of the law and major regulatory developments, such as NIS 21, DORA2 or the AI Act3, effective control over data has become a strategic priority for senior management. Organisations are now seeking tangible legal assurances to safeguard all their digital and AI processing operations. The question is no longer whether to adopt a trusted cloud, but rather to identify solutions that are immediately operational and create value. It is precisely to respond to this rapidly growing market trend that the consortium is deploying its expertise.
A consortium tailored to European specificities
The cloud has become the operational backbone of the European economy, and artificial intelligence is multiplying its potential. Faced with this constantly evolving market, Europe possesses major strategic assets with which to develop a sovereign and high-performing model… Rather than entering a race for raw power, the opportunity lies in capitalising on European expertise: critical and regulated applications, where trust, compliance and legal control provide essential added value for businesses. It is in this area that the government has chosen to invest by selecting, as part of the France 2030 initiative, an industrial consortium led by Cloud Temple, with the aim of offering trustworthy, competitive and immediately operational solutions.
A 360° consortium with complementary expertise
This consortium-based structure, unique amongst the projects receiving support, reflects an industrial reality: no single European player possesses the entire technological chain for the trusted cloud on its own. Cloud Temple is leading this programme, which covers the entire value chain, drawing on the expertise of each partner in the consortium. The company already operates trusted cloud platforms in production for public and private organisations subject to the most stringent requirements: healthcare, finance, industry and the public sector.
Built around this operational foundation of Cloud Temple, each partner covers a link in the chain:
- Thales brings its expertise in cyber security and critical environments, as well as its S3NS trusted cloud offering; ;
- Bull its expertise in integrating hardware and software infrastructure for new applications of artificial intelligence and, in particular, its AI software platform; ;
- The CEA its scientific support in overcoming the obstacles to next-generation architectures; ;
- Vates the open-source virtualisation platform – the hypervisor – which ensures interoperability and reversibility, at a time when the restructuring of the virtualisation market is prompting European businesses to seek alternatives over which they have control.
«Europe has the necessary technological expertise. The challenge now is scale. France 2030 enables us to accelerate the momentum we have already built and to consolidate European industrial capacity in the area where it can succeed: critical applications.»
«Multi-cloud hybridisation is essential to achieving the performance that European organisations are seeking. Through this initiative, we are addressing this need by incorporating high levels of security – particularly through S3NS, Thales» subsidiary and a key player in the trusted cloud sector in Europe – and interoperability right from the design stage of the platforms.”
«For artificial intelligence to create value in the most sensitive environments, it must be underpinned by a trusted infrastructure and operational use cases. With our BullSequana AI platform, we offer an integrated approach combining trusted AI, inference capabilities and application orchestration. Within the consortium, this platform provides off-the-shelf, ready-to-use use cases to accelerate the adoption of AI in strategic areas, whilst ensuring data control and processing sovereignty.»
«For a European cloud to be competitive, we need to anticipate the next technological breakthroughs. The CEA is contributing its research expertise to strengthen the programme’s scientific foundations.»
«Open source promotes interoperability and technological autonomy. It is a key component of a sustainable infrastructure.»
Beyond this programme, the question at hand is whether Europe is capable of taking control of its digital infrastructure in a highly concentrated international environment. Scaling up the operations of players already in production, rather than creating new systems, is the quickest route to achieving this control.
