Morning keynote
Beyond the promise of the cloud: how Europe is quietly building its sovereign digital stack

As recently as two years ago, IT sovereignty was a compliance issue. Today, it is making its way onto executives’ desks. The reasons are well known: tighter regulation, geopolitical realignments, the still-uncertain status of EU–US data flows, and a growing realisation that critical operations cannot depend on foreign jurisdictions. But beyond the rhetoric, a genuine European sovereign tech stack is taking shape and is operating at scale.
In this keynote, the CEOs of Wire and Cloud Temple offer a behind-the-scenes look at this project. Wire is the secure collaboration platform chosen by the German Federal Government, the BSI, the German Ministry of Defence, BMW and the Schwarz Group. A hands-on masterclass in a small group setting, for IT leaders facing the «innovation versus sovereignty» dilemma. It is not necessary to migrate everything away from AWS or Azure. In this session, we’ll share a practical playbook for building a sovereign, highly secure «clean room» for your most critical data and AI workloads, whilst maintaining interoperability with your existing public clouds.
We will cover:
- Data sorting : how to quickly identify workloads requiring absolute legal immunity
- Hybrid architecture : how to easily connect a SecNumCloud / EUCS-High sovereign zone to your existing IT system
- The «Trust-by-Design» checklist» : the genuine technical safeguards (encryption, confidential computing) and contractual safeguards that make sovereignty enforceable in practice
