The EU treats the cloud and AI as two separate markets. But it is impossible to achieve sovereignty over the latter without that of the former, according to two researchers at the AI Now Institute.
There are a few European providers, but unfortunately they account for only a small share of the market. So, if you want to host your infrastructure in data centres today, you will usually have to work with US or Japanese hosting providers.
